Vor 16 Jahren hat die Widerstandsgruppe namens „French 75“ auf einen Schlag 200 Häftlinge aus den Fängen des skrupellosen United States Immigration and Customs Enforcement – kurz: ICE – befreit. Danach verschwanden die Widerständler, darunter auch der von allen nur Ghetto Pat genannte Bob Ferguson (Leonardi DiCaprio), von der Bildfläche. Heute ist Bob getrieben von Paranoia, denn er fürchtet, dass es der damalige ICE-Colonel Steven J. Lockjaw (Sean Penn) immer noch auf ihn abgesehen hat und ihm aus Rache nach seinem Leben trachtet. Die Sorge scheint zumindest nicht unbegründet, denn heute ist Lockjaw komplett abgedriftet und Teil der rassistischen „Christian Adventurer Club“-Miliz – und er hat es auf Bobs Tochter Willa (Chase Infiniti) abgesehen. Zusammen mit seinen alten Weggefährt*innen Sensei Segio (Benicio del Toro), Deandra (Regina Hall) und Perfidia Beverly Hills (Teyana Taylor) macht sich Bob also auf sich dem extremistischen Colonel entgegenzustellen.
